Civic Initiatives, LLC is a Texas based company that works exclusively with state, local and non-profit partners on transformation projects. We are former government executives with substantial experience in successfully delivering on high-visibility, high-risk change projects. We are engaged with multiple state and local customers on program assessment, program redesign, policy analysis, requirements gathering, bid framing and development, and procurement strategy.

 

The Team

 

Dustin Lanier, CPPO

Dustin Lanier, founder of Civic Initiatives, held a variety of leadership roles related to strategic planning and contracting for ten years in Texas state government.  As the Executive Director for the Council on Competitive Government, Lanier initiated, and successfully fulfilled, multiple procurement initiatives on behalf of state leadership.  Lanier also served in key technology strategy roles as the director of Strategic Initiatives for the state CIO and as Special Assistant for Technology Policy for the Governor.

Lanier was responsible for the development and delivery of multiple state strategic plans, served as one of three members of the state Quality Assurance Team, was responsible for the creation and construction of the Texas Project Delivery Framework, and was core to the development of multiple legislative change efforts related to technology in Texas. Lanier is a Certified Public Procurement Officer.

As founder and principal consultant for Civic Initiatives, Lanier has created a successful consulting firm focused on procurement transformation for public sector clients, and has successfully managed high-visibility change projects for multiple state Chief Procurement Officers and Chief Information Officers across the nation.

 

Derrek Davis, CPPB, CIA, CISA, PMP 

Derrek Davis, Practice Lead for the Procurement Review Team, is an experienced professional with a background in business, financial and technology analysis garnered during his 10 years of services with the State of Texas.  With the Council on Competitive Government, Davis evaluated the effectiveness of state contracts, and was responsible for taking identified opportunities from concept to contract and helped to develop metrics by which the contracts could be measured, maximizing contract compliance.  At Civic Initiatives, Davis is actively involved in the assessment, analysis and report generation for client engagements.  Davis also brings complementary current skills as a Certified Public Procurement Buyer, Certified Internal Auditor, Certified Information Systems Auditor, a Certified Project Management Professional and a Certified Texas Procurement Manager.

 

Bob Sievert, CEPP

Bob Sievert, Practice Lead for the Technical Review Team, is an experienced professional with over 33 years of information services, project management and business process re-engineering experience.  Sievert has managed numerous IT, cross-functional projects at values over $18 million/year including the most successful eProcurement system in the country, with 405,000 orders a year and 5.5 billion in spend volume. He has expertise in EDI, Electronic Commerce, eProcurement, and SaaS/Cloud/Internet based applications, and was designer and architect for a Gold Cronin Award winning procurement initiative related to mobile access to eProcurement.  Sievert is a Certified E-Procurement Professional with the International Purchasing and Supply Chain Management Institute.

 

Regina Rousseau, PMP

Regina Rousseau, Senior Consultant for the Procurement Review Team, is an experienced professional with a background in government technology planning and policy. As the former Assistant Director of Technology Planning and Policy at the Texas Department of Information Resources (DIR), Regina managed a broad range of activities that drove statewide planning and policy. At DIR, she led project teams in the development and delivery of strategic plans and reports with the goal of increasing readership, improving collaboration opportunities across agencies, delivering resource and planning support, and highlighting agency progress on the state’s technology priorities. Rousseau is a Project Management Professional with the Project Management Institute.

 

Terrence Fluharty

Terrence “Woody” Fluharty, Senior Consultant for the Procurement Review Team, is an experienced professional with over 8 years of experience in state government performing data analysis in support of complex large scale strategic sourcing solicitations as a Strategic Sourcing Specialist at the Comptroller of Public Accounts.  At Civic Initiatives, Fluharty is the primary project analyst for spend and data analysis projects.  Fluharty also brings significant experience in contract management having developed policies and procedures for the State of Texas.

 

Millie Marlow

Millie Marlow, Technical Consultant for the Technical Review Team, has over 25 years of technical experience, focusing on data analysis and database design.  In her 5 years with the Texas Department of Information Resources (DIR), she was the primary contributor to the definition, design, and implementation of the software used to manage the cooperative contracts program.  As the Applications Manager for DIR, she managed people, designed and implemented key ETL (extract, transform, and load) jobs, and oversaw the integration of systems.  In her work with Civic Initiatives, Marlow had provided direct implementation support to the State of Missouri for their eProcurement system implementation.
